Hiring a domestic helper in Malaysia involves several legal steps to ensure the process is safe, transparent, and compliant with government regulations. The first step is to identify if you are qualified to employ a maid. There are certain categories of reasons you can apply. Such as families with children below 15 years old, elderly dependents, or housework but only for who has big house and one maid are allowed.

Next, the employer must go through a licensed maid agency in Malaysia approved by the Malaysian Ministry of Human Resources (JTKSM license. These agencies handle recruitment, documentation, and placement of maids from source countries such as Indonesia, the Philippines, or Cambodia. The employer is required to prepare necessary documents such as identity cards (IC), salary slips, and proof of dependents (please see the list for each category).

Once the application is submitted, it must first submit to EPPAX system, then after approval must submit to (FWCMS Immigration system) to process the work permit (Visa With Reference, followed by a Temporary Employment Pass). The employer must also have verified contract from Migrant Worker Office (MWO) for Filipino maid. The other steps is done by the Philippine maid agency (TESDA, OWWA and OEC certificates.

Finally, the maid arrives in Malaysia and must undergo health screening within 30 days (FOMEMA). Both employer and maid must comply with contract terms, including salary, rest days, and working conditions, as stipulated by Malaysian labor law. Normally the entire maid application process takes 10 to 12 weeks in normal situations.
